Research on GPS reciever

Here are some research on finding the suitable GPS receiver that meet my concept . GPS receiver that have :

• Fixed IP address (Internet) 
• 3G/2G SIM (GSM)
• Programmable
• TCP/IP support 

 This is the basic requirement that the GPS receiver must have, so far on my finding i have found some GPS that have the requirement :

Wireless Modules XT75 – The M2M tracking platform

GM862-GPS

This two product have meet my research requirement , but i need know whether  it can be successful or not.
choosing the right path are not easy , some features are very important and need to be study one by one.
